UN News says that on 12 October 2026 the General Assembly adopted a political declaration on pandemic prevention, preparedness and response by 153 votes in favor to 3 against, with 2 abstentions. UN News names Argentina, Israel and the United States as the votes against, and New Zealand and Paraguay as the abstentions.

UN News says the text had been due for consensus approval at a high-level meeting on 25 September, and that objections from the United States and a few other states sent it back to the Assembly.

UN News says the declaration is political and non-binding, calls for cooperation guided by science, equity and human rights, and welcomes the WHO Pandemic Agreement. UN News says the agreement cannot be opened for signature until member states finish an annex on pathogen access and benefit-sharing, and that the World Health Assembly is due to return to that annex next May.
